One click to make art? POST

The click is of course the camera, in fact, with the introduction in the film market of digital cameras and waiting for development are now things of another time, but this time goes back more or less a decade ago when only the fans carry around the bulky cameras.
Today, small and light cameras allow anyone to take pictures even those who do not care to adjust the shutter speed or aperture lens.
We are so overwhelmed by our computer folders containing hundreds of photos and ease of doing shots allows anyone to become "photographers" and then "photo art", but what are the criteria to say that a picture is artistic or not . Anyone
frequent courses on the history of the picture or see a photo exhibit this problem arises, which also covers some current contemporary artists such as Dadaism.
Who determines that a given photo is worthy of being publicly exposed or be considered a form of art?
